AAGNT-182764: Android Enterprise Profile provisioning cannot be completed if it is interrupted

In an environment deploying Android Enterprise Work Profile devices, end-users may find that enrollment and profile provisioning cannot the completed if the Back button is pressed after the "Setup Work Profile" page. 

After pressing the Back button, users will not be able to navigate from the Work Profile Page, as it will remain in a loading state.
