The above issue can occur if .NET 4.6 or .NET 4.6.1 was removed from the console server.

Reapply the .NET 4.6 or 4.6.1 KB previously removed and restart the server.  e.g. Windows Updates, Check for updates.

Previously had to remove KB3102467 to remove .NET 4.6.1 to be able to run Database Upgrade from the Console Server.

After the successful upgrade we have to reapply KB3102467 and restart the server and we were then able to login to the Console without issue.
